LEGAL REGULATION OF KEEPING A REGISTER OF OBJECTS OF WASTE GENERATION, PROCESSING AND DISPOSAL

The article analyzes the current conditions of the accelerated formation of the information society and the development of digitalization tools of public administration, which create prerequisites for the formation of a new concept of information support in the field of war waste management. The current state of the legal regulation of the register of objects of waste generation, processing and disposal, its purpose, structure, elements, users, highlighting the current areas of improvement for use in the information management of the processes of processing and disposal of war waste is clarified. Prospects for the development of the legal basis for the functioning of the National Register of Educational Objects, implementation of operations in the field of waste management are being studied. It was determined that the basis for the development of the provision on the National register of objects of formation, implementation of operations in the field of waste management, the best available technologies of waste management and the direct formation of its technical component can be implemented in the modernization of the register of objects of formation, processing and disposal of waste. This will require certain organizational, legal and technical measures, which will include: supplementing the Waste Management Plan until 2030 with measures to create the National Register of Formation Objects, carrying out operations in the field of waste management, the best available waste management technologies; enshrining provisions on this register in the Law of Ukraine “On Waste Management”; finalization and adoption on the basis of the Resolution of the CMU “On approval of the Procedure for maintaining the register of objects of waste generation, processing and disposal” Resolution of the CMU “On approval of the National register of objects of generation, implementation of operations in the field of waste management, the best available waste management technologies”; development of organizational, legal and technological aspects of functioning of the subsystem of the best available waste management technologies. In order to increase the efficiency of war waste management and in the future to record these actions in the National Register of Formation Objects, to carry out operations in the field of waste management, the best available waste management technologies, it is necessary to provide for appropriate categories of war waste in the national waste classifier.
