CRIMINOLOGICAL APPROACHES TO MINIMISING THE THREATS OF CRIME GROWTH IN POST-WAR UKRAINE

Abstract

The article is devoted to the study of criminological approaches to minimising the threats of crime growth in Ukraine after the end of the war. The post-war period is characterised by a number of social, economic and legal challenges that have a significant impact on the crime situation in the country. The armed conflict, destruction of infrastructure, and occupation of certain territories have led to an increase in social tension and destabilisation of the economy, creating a favourable environment for the development of various forms of criminal activity. In this context, timely implementation of effective crime prevention mechanisms is extremely important. In particular, the article discusses the key aspects of improving criminal legislation to meet new challenges, in particular those related to the illegal trafficking of weapons left over after the end of hostilities. A large number of weapons in the possession of civilians or former military personnel may become a serious factor in increasing the level of crime. Therefore, the author emphasises the importance of legalising the arms market, introducing clear legal regulations on its circulation and developing training programmes for citizens to increase responsibility for the use of weapons. In addition, the author focuses on the development of public-private partnerships, in particular, the involvement of private security and detective companies in law enforcement. In the context of limited public resources, such structures can play an important role in ensuring the safety of citizens, protecting businesses and fighting crime at the local level. However, the effective operation of these companies requires clear legislative regulation to ensure that they operate within the framework of law and order and national security. Special attention is paid to the integration of new technologies, such as drones, into the processes of monitoring the crime situation and crime prevention. The author emphasises the need for legislative regulation of the use of such technologies to ensure their proper application in law enforcement and to avoid potential abuse. Monitoring of the crime situation is also an important aspect, which will allow for a prompt response to new forms of criminal activity and ensure the flexibility of criminal policy in response to changes in the social environment.
