STABILIZATION MEASURES IN THE DE-OCCUPIED TERRITORIES: CONCEPTS AND TYPES

The article examines the national legislation of Ukraine and the international legal aspects of the implementation of stabilization measures in the de-occupied territories. The main approaches of Ukraine and NATO to the implementation of stabilization operations in the de-occupied territories of Ukraine have been determined. The norms of the legislative acts of Ukraine, which regulate the competence of state authorities to implement stabilization measures, have been analyzed. A study of the stabilization operations carried out by NATO forces on the territory of Bosnia and Herzogovina was carried out and the main differences with the approaches of Ukraine were determined. The types of stabilization measures were determined, and their division into general and special was carried out. Areas of responsibility of the security and defense sector bodies in the process of implementing priority measures after the liberation of the occupied territories are highlighted. The article provides a definition of the term “stabilization measures”, outlines the main approaches to the reintegration of de-occupied territories, which are currently reflected in the legislative acts of Ukraine. The guiding documents of a military nature and regulatory legal acts regulating the implementation of stabilization measures were analyzed.
