WAYS OF DE-OCCUPATION AND REINTEGRATION OF TEMPORARILY OCCUPIED TERRITORIES AND RESTORING TRUST OF PEOPLE TO THE UKRAINIAN GOVERNMENT

Abstract

The article examines the national legislation of Ukraine and the international legal aspects of the regulation of social relations that arise during the de-occupation and reintegration of temporarily occupied territories. The main issues of the implementation of reintegration and stabilization measures necessary for the return of the de-occupied territories to the legal field of Ukraine have been identified. The norms of the legislative acts of Ukraine, which regulate the issue of the necessary reintegration measures that will be carried out after the liberation of the occupied territories, have been analyzed. A study of measures taken by the international community to compensate Ukraine for damages caused by military actions by the Russian Federation was carried out. The sequence of measures to be carried out by the Ukrainian state in order to ensure the suitability of the liberated territories for the habitation of the population, the implementation of economic activities and the provision of a safe environment both in terms of maintaining law and order in these territories and restoring ecological stability in the territories affected by hostilities and in the territories affected by man-made disasters related to the conduct of such actions. The article outlines the main approaches to the reintegration of the de-occupied territories, which are currently reflected in the legislative acts of Ukraine. The principles of holding referendums in accordance with international law and the national legislation of Ukraine have been disclosed. Conclusions regarding the legal evaluation of the activities of the authorities in relation to the protection of socially vulnerable sections of the population, which need support and assistance, are presented.
