EUROPEAN VISION ZERO STRATEGY: ESSENCE AND DIRECTIONS OF IMPLEMENTATION IN UKRAINE

Abstract

The article discusses the Vision Zero strategy, which is the basis for the prevention of motor vehicle criminal and administrative offenses, as well as road safety in the EU and many other Western countries. The features of this strategy are analyzed, its essential features are highlighted. The country where the Vision Zero strategy was first developed and adopted is indicated. The listed states and relevant normative legal acts, which enshrine the main principles of the specified strategy. The countries that have been implementing a new paradigm for the prevention of motor vehicle offenses for a long time are indicated. The effectiveness of the Vision Zero strategy in a number of European EU member states was evaluated on the basis of the death rate from road accidents per 1 million population. On the example of Sweden, a complex of organizational, managerial, technical, legal and other measures aimed at increasing road safety and transport operation is given in accordance with the modern understanding of the philosophy of the strategy under consideration and the main directions of its implementation. The general state of road safety in Ukraine is characterized. A number of measures are proposed to improve the latter in our country based on the postulates of the Vision Zero strategy. Normative legal acts that require immediate adoption to normalize road safety in Ukraine are listed. Specific actions in the researched area in the post-war period are planned. A number of important conclusions have been formulated, which follow from the results of a criminological study of the presented issues. Emphasis is placed on the priority of a proactive rather than a repressive model of improving road safety in Ukraine.
