SUSTAINABLE DEVELOPMENT GOALS AND ECONOMIC GROWTH IN THE CONDITIONS OF THE MODERN INTERNATIONAL ORDER

Abstract

The article is devoted to the study of the issues of the Sustainable Development Goals (SDGs). Particular attention is paid to the goal of economic growth in the conditions of the modern international order, in conditions of martial law. In general, the SDGs focus on the following five elements: people, planet, peace, prosperity, partnership. Achieving these goals requires action at the national and international levels. To achieve all the goals together, or each separately, the latest technologies, developments, analytical documents, financial resources are needed. And, no less important, concerted work is needed both within each state and at the interstate and international levels. In this context, the areas of cooperation between Ukraine and UNDP in the direction of implementing the SDGs in Ukraine are analyzed. It is emphasized that although the SDGs do not directly mention the goal of reducing corruption, at the same time, for example, in the Tasks for achieving the SDGs of Ukraine for the period up to 2030 and the indicators of their achievement for Goal 16 «Peace, justice and strong institutions» task 9 «Promoting the reduction of corruption» is defined. In this context, attention is drawn to the indicator of the perception of the level of corruption according to the Corruption Perceptions Index and to the indicator of the share of the population/business representatives who had their own corruption experience. From the very beginning of the proclamation of the SDGs, Ukraine has taken a purposeful course towards their achievement. In view of this, the regulatory and legal basis that ensures the achievement of the SDGs in Ukraine, starting from 2015, is mentioned. It is noted that Ukraine is moving towards the implementation of the goals set in the context of sustainable development. At the same time, real economic growth in conditions of war remains problematic. The IMF’s requirements for Ukraine regarding the increase in tax revenues of the state budget are analyzed. Separate attention is also paid to the features of financing the SDGs through the use of seized assets. Thus, funds from the sale of seized assets can be used to rebuild damaged or destroyed housing, educational institutions, hospitals, critical infrastructure, etc. as a result of the armed aggression of the rf; to support business and create jobs (SDG 8), contributing to sustainable economic development; to strengthen legal institutions within the framework of SDG 16 through the confiscated assets of persons associated with corruption
