EVOLUTION OF THE TERMINOLOGY OF UKRAINIAN LEGISLATION IN THE FIELD OF EDUCATION AND SCIENCE IN THE CONTEXT OF EUROPEAN INTEGRATION

Abstract

The article examines the evolution of the terminology of Ukrainian legislation in the fields of education and science in the context of European integration. It is established that the development of the conceptual and categorical framework of educational and scientific legislation constitutes an important component of the modernization of the national legal system and its adaptation to European standards. The study analyzes the main stages in the formation and transformation of legislative terminology since Ukraine gained independence and characterizes the transition from the Soviet model of legal regulation of education and science to a modern system based on the principles of democracy, the rule of law, academic freedom, and institutional autonomy. Particular attention is paid to the influence of European integration processes, including the Bologna Process, the establishment of the European Higher Education Area, and the European Research Area, on the modernization of the terminological framework of legislation. The article reveals the content and significance of new legal categories introduced into national legislation as a result of reforms in the educational and scientific sectors, including academic integrity, academic mobility, educational programme, competence, learning outcomes, individual educational trajectory, inclusive educational environment, digital competence, open science, research infrastructure, and others. It is substantiated that the development of legislative terminology reflects not only changes in legal regulation but also the transformation of state policy in the fields of education and science aimed at ensuring the quality of education, integration into the international educational and research environment, digitalization of educational activities, and the implementation of innovative approaches to the organization of scientific research. The main trends in the further development of legislative terminology are identified, including those related to the digital transformation of society, the advancement of artificial intelligence technologies, the promotion of lifelong learning, and the harmonization of national legislation with European Union law. The study concludes that further improvement of the terminological framework of Ukrainian legislation in the fields of education and science is necessary to ensure its consistency, coherence, and compliance with contemporary European standards.
