INFORMATION AUTOCRACY AS A THREAT TO HUMAN RIGHTS AND FREEDOMS IN THE CONDITIONS OF DIGITAL TRANSFORMATION

The article substantiates information autocracy as a threat to human rights and freedoms in the context of digital transformation. Modern autocracies differ significantly from autocracies of the past – they operate with the latest means and approaches, which necessitates the need for a scientific understanding of the nature of modern authoritarianism. Information autocracy uses such a key tool for maintaining power as control over the information space, manipulation of public opinion and creation of an alternative reality. In conditions of information autocracy, not only the political rights and freedoms of citizens are under threat, but in general the entire complex of constitutional rights and freedoms, which often acquire a declarative nature. In information autocracies, approaches to human rights violations often serve political goals and act as means of strengthening control over political power. In addition, authoritarian regimes are not active in the real promotion of human rights and strengthening human rights mechanisms, the fight against corruption, etc. It is concluded that information autocracy is a specific form of modern authoritarianism, which functions mainly through control over the information environment, manipulation of public consciousness and the use of digital technologies to ensure the political stability of the regime. Unlike traditional autocracies, such regimes seek to restrict the rights and freedoms of man and citizen in order to maintain their stability. It is proven that the main means used in information autocracy and violate the rights and freedoms of man and citizen are: information manipulation, corrupt influence and bribery of independent media, propaganda, censorship, disinformation, constructing the image of an internal and external enemy, the use of legal mechanisms for controlling the information space, as well as modern digital technologies, including artificial intelligence. The controlled information environment is a field for restricting human rights and freedoms. Mass violations of human and civil rights and freedoms are becoming both direct and indirect and are artificially linked to the protection of national security, public order, or state interests.
