FORMATION AND ESSENCE OF THE COMPSTAT ACCOUNTABILITY MODEL

Abstract

It has been established that the proactive CompStat accountability model is an approach to strategic problem solving in law enforcement agencies operating in a dynamic operational environment, which was formed under the influence of the development of management principles from the experience of the commercial sector. The CompStat model of law enforcement management was formed in the USA in the early 1990s and gained significant popularity due to its proven ability to increase the effectiveness of preventive (preventive) law enforcement activities. It was determined that the basis for the development and implementation of the CompStat accountability model was the changes generated by the formation of in-depth knowledge about crime and the fact that problem-solving law enforcement practice is more effective compared to the traditional reactive organization of activities. Also, the CompStat model was based on the thendeveloped ability to analytically process large and extremely large volumes of criminogenic data thanks to the fundamental development of computer and software analytical tools. CompStat’s accountability model is determined to rely on in-depth analysis of local crime and public disorder data to identify trends, patterns, patterns, and other persistent issues. The CompStat model is implemented by holding meetings where the heads of local law enforcement agencies report to higher-level managers about identified problems, threats and risks. In the online mode, decisions are made about the use of operational personalized tactics for neutralizing problems (countermeasures), allocation of personnel and resources. Such a model of law enforcement activities provides for a clear structure of accountability, according to which the heads of local law enforcement agencies bear personal responsibility for the use of institutional resources to achieve defined goals, maintaining a positive state of the criminogenic situation and the territory of the law enforcement agency.
